I did some Googling of my own and found a bunch of articles on a Daito-Ryu (Aikido) website that concern the life and times of Takeda Sokaku, who taught Ueshiba Morihei, recognized as the founder of modern Aikido. In one anecdote, a young Sokaku, who experienced the unfortunate position of being on the Aizu side of the Boshin War (but as a 9-year-old boy, kind of a counterpart to Shiba Goro, perhaps), comes upon a bunch of Imperial soldiers. He notices:

"The soldiers often ate human flesh that they called “grilled meat” but when the boy was offered this flesh on the tip of a sword blade and told to eat it as it was good, he knew they were eating human flesh due to the food shortage and always refused it."

I wonder if these were also men of Tosa? There is a mention of the soldiers' commander, who looked "like a red orangutan," which might suggest the Shaguma headdress that is supposedly the mark of the Tosa contingent of Imperial soldiers. One wonders if this is one of those overblown martial arts tales or if the boy really saw the soldiers eating human flesh.

Also in WWII imperial soldier eat human meat and bile of enemy as medicine.

4/15/1870 (3rd year of Meiji) The government banned tameshigiri (testing swords on corpses) on executed criminals.

を読みました seems out of place, it's half a sentence that means "read xx" - it's missing the subject.

4/15/1870 (3rd year of Meiji) the government banned the black market sale of human livers, brains, and male genitalia.

A quick search of the internet seems to show that these organs taken from executed criminals were used as medicine.

Meiji 3 4th month 15th day, a decree is made concerning the prohibition of sword-testing and other (practices regarding) the bodies of executed criminals: It has become the custom to test the quality of swords on bodies of felons. This is cruel, so it is to be strictly forbidden. It is (also) said that the internal organs, the skulls, and the genitalia of such people are sold secretly. As these have no effect (as medicine), this is to be strictly controlled.
